1. GENERAL PROVISIONS

The journal “Medicine and Art” accepts reviews, as well as original articles in the form of research or scientific-practical works that have not previously been published or accepted for publication.

Particularly welcome are works of an interdisciplinary nature, including articles of a scientific and journalistic nature that draw the attention of a wide audience to the most interesting and important problems. Only manuscripts drawn up in accordance with these Rules, approved by the editors, are accepted for consideration. All authors listed in the article are responsible for its content. Before sending the article to the editor, the author must check its originality using the resource https://www.antiplagiat.ru/.

The article must have an originality level of at least 70% for review and at least 80% for original research and clinical observation. Repetition in a volume greater than 20%, even in own previously published texts, is not allowed, because it does not carry an increment of scientific knowledge and is classified by COPE as recycling.

The manuscript is submitted electronically in the text editor Microsoft Word in Word Document 97-2003 (*.doc) or Word Document (*.docx) formats.

The text is typed in Times New Roman, size—14 pt, line spacing—1.5, words without hyphens. Margin sizes: top, bottom and right—20 mm, left—30 mm. Text justification. The journal publishes materials subject to the mandatory presence of a positive review and approval by the Editor-in-Chief.

Articles provided by authors commissioned by the editorial board and approved by reviewers, are published free of charge.

In other cases, compensation of the publishing costs is indicated in the price list below:

Reproducing illustrations: one color or black and white illustration – 10 $

The volume of the original article is up to 15 typewritten pages, the review is up to 25. This volume includes figures and tables, the list of references does not. In some cases, in agreement with the editors, an increase in volume is permissible. All materials received by the editors and complying with the requirements of these rules are subject to review.

The abstract should contain in a concise form the main content of the article, the title of which cannot be duplicated. Abbreviations and abbreviations are not allowed. The number of tables and figures should be minimal (no more than five units in total, each no more than half an A4 sheet).

3. DESIGN

All pages of the publication, starting from the title page, must be numbered (location—footer, middle of the page).

The following lines are in order:

— The title of the work is placed in the center, typed in bold without indents, the first word starts with a capital letter, the rest of the letters in the words are lowercase (except for proper names, common abbreviations, etc.). Do not put a dot at the end of the title.

—The line following the title is the initials and surnames of the authors. Bold font is used.

Ethical principles in the activities of the reviewer

1. A manuscript received for review should be considered a confidential document that cannot be transferred for review or discussion to third parties who do not have permission from the editors.
2. The reviewer is obliged to give an objective and reasoned assessment of the stated results of the study. Personal criticism of the author is unacceptable.
3. Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
4. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, should inform the editor about this, with a request to exclude him from the review process of this manuscript.

Ethical requirements for authors of scientific publications

All scientific articles submitted to the editors of the journal “Medicine and Art” undergo mandatory blind peer review (the authors of the manuscript do not know the reviewers).
The text of the article is checked by the executive secretary for compliance with the “rules for authors” of the journal and its subject, at this stage the article may be rejected. If the article meets the subject and formal requirements for manuscripts, then the text is submitted to two reviewers.
Reviews (without information about the reviewer) are sent to the authors, who must respond to the reviewer's comments and make corrections or write why they do not agree with the comments (term: 1 week).
The editors send the author's response to the reviewer.
If an article receives two negative reviews, it is rejected.If one review is positive and the second is negative, the decision to publish or reject the article is made at a meeting of the editorial board; in some cases the article is sent to another reviewer.If the revision of the manuscript in accordance with the comments of the reviewers takes the authors more than two weeks, the date of receipt of the manuscript to the editorial office is changed.

 Articles are retracted in accordance with the recommendations of the Association of Science Editors and Publishers (ANRI) in the event of detection of the following violations:

• errors in the publication that call into question its scientific value;
• manipulation of experimental data and other falsifications;
• plagiarism in publication or duplication of an article in other publications;
• inclusion in the article of persons who do not meet the criteria for authorship; identifying conflicts of interest and other non-compliance with the ethics of scientific publications.

1.1. The publication of materials in peer-reviewed journals is a simple way of scientific communication and makes a significant contribution to the development of the relevant field of scientific knowledge. Thus, it is important for the journal "Medicine and Art" to set standards for the future ethical behavior of all parties involved in the publication, namely: Authors, Editors of the journal, Reviewers, Publisher and the Scientific community.
1.2. The publisher of the journal not only supports scientific communication and invests in this process, but is also responsible for following all modern recommendations in the published work.
1.3. The publisher is committed to the strictest supervision of scientific materials. Our journal programs provide an impartial "report" of the development of scientific thought and research, so we are also aware of the responsibility for the proper presentation of these "reports", especially in terms of the ethical aspects of the publications outlined in this document.

2. Responsibilities of Editors
2.1. Publication decision The editor of the scientific journal "Medicine and Art" is personally and independently responsible for making the decision to publish, often in cooperation with the relevant scientific community. The credibility of the work in question and its scientific significance should always underlie the decision to publish. The editor may be subject to the policy of the Editorial Board of the Journal of Medicine and Art, being limited by current legal requirements regarding defamation, copyright, legality and plagiarism. The Editor may confer with other Editors and Reviewers (or officials of the Academia) when making a decision about publication.
2.2. Decency The editor must evaluate the intellectual content of manuscripts regardless of the race, gender, sexual orientation, religious beliefs, origin, citizenship or political preferences of the Authors.

Confidentiality The Editor and the Editorial Board of the journal "Medicine and Art" are obliged not to unnecessarily disclose information about the accepted manuscript to all persons, with the exception of Authors, Reviewers, potential Reviewers, other scientific consultants and the Publisher.

2.4.1 Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the Author. Information or ideas obtained during the review and related to possible benefits must be kept confidential and not used for personal gain.
2.4.2 Editors should recuse themselves from reviewing manuscripts and making decisions about publication (request a Co-Editor, Assistant Editor or cooperate with other members of the Editorial Board) in case of conflicts of interest due to competitive, collaborative and other interactions and relationships with Authors, companies or other organizations associated with the manuscript.
2.5. Publication oversight An editor who provides compelling evidence that a statement or conclusion made in a publication is erroneous must notify the Publisher for prompt notice of changes, retractions, concerns, and other relevant statements.
2.6. Research engagement and collaboration The Editor, together with the Publisher, shall take adequate measures in the event of ethical claims regarding the reviewed manuscripts or published materials. Such measures generally include interaction with the Authors of the manuscript and the argumentation of the corresponding complaint or requirement, but may also involve interaction with relevant organizations and research centers.

3. Responsibilities of Reviewers
3.1. Influence on the decisions of the Editorial Board Peer review helps the Editor make the decision to publish and, through appropriate interaction with Authors, can also help the Author improve the quality of the work. Peer review is a necessary link in formal scientific communications, located at the very “heart” of the scientific approach. The publisher shares the view that all scholars who wish to contribute to a publication are required to do substantial peer review work.
3.2. diligence Any selected Reviewer who feels unqualified to review the manuscript and/or does not have enough time to quickly complete the work should notify the Editor of the Journal of Medicine and Art and ask to be excluded from the review process of the corresponding manuscript.
3.3. Confidentiality Any manuscript received for peer review must be treated as a confidential document. This work may not be disclosed or discussed with anyone not authorized by the Editor.
3.4. Manuscript requirements and objectivity The reviewer is obliged to give an objective assessment. Personal criticism of the Author is unacceptable. Reviewers should clearly and reasonably express their opinion.
3.5. Recognition of primary sources Reviewers should identify significant published work that is relevant to the topic and not included in the bibliography of the manuscript. For any statement (observation, conclusion or argument) published earlier, the manuscript must have a corresponding bibliographic reference. The Reviewer should also draw the attention of the Editor to the discovery of significant similarities or coincidences between the manuscript in question and any other published work that is within the scope of the Reviewer's scientific competence.

3.6. Disclosure Policy and Conflicts of Interest

4. Responsibilities of Authors
4.1. Manuscript Requirements
4.1.1 Authors of original research reports should provide credible results of the work done, as well as an objective discussion of the significance of the research. The data underlying the work must be accurately presented. The work must contain sufficient details and bibliographic references for possible reproduction. False or knowingly erroneous statements are perceived as unethical behavior and are unacceptable.
4.1.2. Reviews and scientific articles must also be accurate and objective, the point of view of the Editors must be clearly indicated.

4.2. Data access and storage Raw data relevant to a manuscript may be requested from Authors for review by Editors. Authors should be prepared to provide public access to this kind of information (according to the ALPSP-STM Statement on Data and Databases), if feasible, and in any case be prepared to retain this data for an adequate period of time after publication.

4.3. Originality and plagiarism
4.3.1 Authors must ensure that the work presented is entirely original and, in the case of using works or statements of other Authors, must provide appropriate bibliographic references or excerpts.
4.3.2 Plagiarism can exist in many forms, from presenting someone else's work as the author's, to copying or paraphrasing significant parts of someone else's work (without attribution) to claiming one's own rights to the results of someone else's research. Plagiarism in all forms is unethical and is unacceptable.

4.4. Plurality, redundancy and simultaneity of publications
4.4.1 In general, an Author should not publish a manuscript mostly devoted to the same research in more than one journal as an original publication. Submitting the same manuscript to more than one journal at the same time is perceived as unethical behavior and is unacceptable.
4.4.2. In general, the Author should not submit a previously published article for consideration to another journal.
4.4.3. Publishing a certain type of article (eg, clinical practice guidelines, translated articles) in more than one journal is ethical in some cases, subject to certain conditions. Authors and Editors of interested journals must agree to a secondary publication presenting necessarily the same data and interpretations as in the primary published work. A bibliography of the primary work should also be included in the second publication. More information on acceptable forms of secondary (repeated) publications can be found at www.icmje.org.

4.5. Recognition of primary sources The contribution of others must always be acknowledged. Authors should cite publications that are relevant to the performance of the submitted work. Data obtained privately, for example, in the course of a conversation, correspondence or discussion with third parties, should not be used or presented without the express written permission of the original source. Information obtained from confidential sources, such as evaluation of manuscripts or awards of grants, should not be used without the express written permission of the Authors of the work related to confidential sources.

4.6. Publication authorship
4.6.1 The authors of the publication can only be persons who have made a significant contribution to the formation of the concept of the work, the development, execution or interpretation of the presented research. All those who have made significant contributions should be designated as Contributors. Where research participants have made significant contributions in a particular area of research project, they should be listed as having made significant contributions to the research.
4.6.2. The author must make sure that all participants who have made a significant contribution to the study are presented as Co-Authors and are not listed as Co-Authors those who did not participate in the study, that all Co-Authors have seen and approved the final version of the work and agreed to submit it for publication.

4.7. Risks, as well as people and animals that are the objects of research
4.7.1. If the work involves the use of chemicals, procedures, or equipment that may involve any unusual risk, the Author must clearly indicate this in the manuscript.
4.7.2 If the work involves the participation of animals or people as objects of research, the Authors must make sure that the manuscript indicates that all stages of the study comply with the laws and regulations of research organizations, and are approved by the relevant committees. The manuscript should clearly state that informed consent has been obtained from all subjects of research. Privacy rights must always be respected.

4.8. Disclosure Policy and Conflicts of Interest
4.8.1 All Authors are required to disclose in their manuscripts financial or other existing conflicts of interest that may be perceived as affecting the results or conclusions presented in the work.
4.8.2 Examples of potential conflicts of interest that must be disclosed include employment, consulting, stock ownership, royalties, expert opinions, patent applications or patent registrations, grants, and other financial support. Potential conflicts of interest should be disclosed as early as possible.

4.9. Significant errors in published works If the Author finds significant errors or inaccuracies in the publication, the Author must inform the Editor of the journal "Medicine and Art" about this and interact with the Editor in order to withdraw the publication or correct errors as soon as possible. If the Editor or the Publisher receives information from a third party that the publication contains significant errors, the Author is obliged to withdraw the work or correct the errors as soon as possible.

5. Responsibilities of the Publisher
5.1 The Publisher shall follow the principles and procedures that promote, in accordance with these requirements, the fulfillment of ethical obligations by the Editors, Reviewers and Authors of the journal "Medicine and Art". The Publisher must be sure that the potential profit from advertising or reprint production does not influence the Editors' decisions.
5.2. The Publisher shall support the Editors of the journal "Medicine and Art" in handling complaints about the ethical aspects of published materials and assist in interacting with other journals and / or Publishers, if this facilitates the performance of duties by the Editors.
5.3. The publisher should promote good research practice and implement industry standards to improve ethical guidelines, withdrawal procedures, and error correction.
5.4 The publisher must provide appropriate specialized legal support (opinion or advice) if necessary. The list of references is placed at the end of the text part of the manuscript. Bibliographic entries in the list of off-text bibliographic references are numbered and arranged not alphabetically, but in the order of citation in exact accordance with their numbering in the text of the article (for example, [1, 2, 3]). In original articles, no more than 25 sources are recommended, in reviews—no more than 35, in lectures and other materials—up to 15. Adding your own previously published texts to the article in an acceptable volume is made according to all citation rules, including the indication of the source.

At the end of the article, after the list of references, contact information about the authors is provided.

1. Surname, name, patronymic of the author(s), academic degree, title and main position.
2. Full name of the institution and department (department, laboratory) in which the work was performed, as well as the full postal address of the institution.

The editors, editorial board, reviewers, and publisher of the journal "Medicine and Art" rely In their activities on the recommendations developed by the Committee on Publication Ethics (COPE).

1. Before making a decision on article publication, the editor of a scientific journal is guided by the reliability of the presentation of data and the scientific significance of the work in question.
2. The editor should not allow information to be published if there is sufficient reason to believe that it is plagiarism.
3. The editor, together with the publisher, should not leave unanswered claims regarding the reviewed manuscripts or published materials, and also, if a conflict situation is identified, take all necessary measures to restore violated rights.
4. The editor must evaluate the intellectual content of manuscripts regardless of the race, gender, sexual orientation, religious beliefs, origin, citizenship, social status, or political preferences of the authors.
5. Unpublished data obtained from submitted manuscripts should not be used for personal purposes or transferred to third parties without the written consent of the author. Information or ideas obtained during editing and related to possible benefits must be kept confidential and not used for personal gain.

Ethical principles in the activities of the reviewer

1. A manuscript received for review should be considered a confidential document that cannot be transferred for review or discussion to third parties who do not have permission from the editors.
2. The reviewer is obliged to give an objective and reasoned assessment of the stated results of the study. Personal criticism of the author is unacceptable.
3. Unpublished data obtained from submitted manuscripts should not be used by the reviewer for personal purposes.
4. A reviewer who, in his opinion, does not have sufficient qualifications to evaluate the manuscript, or cannot be objective, for example, in case of a conflict of interest with the author or organization, should inform the editor about this, with a request to exclude him from the review process of this manuscript.

All scientific articles submitted to the editors of the journal “Medicine and Art” undergo mandatory blind peer review (the authors of the manuscript do not know the reviewers).
The text of the article is checked by the executive secretary for compliance with the “rules for authors” of the journal and its subject, at this stage the article may be rejected. If the article meets the subject and formal requirements for manuscripts, then the text is submitted to two reviewers.
Reviews (without information about the reviewer) are sent to the authors, who must respond to the reviewer's comments and make corrections or write why they do not agree with the comments (term: 1 week).
The editors send the author's response to the reviewer.
If an article receives two negative reviews, it is rejected.If one review is positive and the second is negative, the decision to publish or reject the article is made at a meeting of the editorial board; in some cases the article is sent to another reviewer.If the revision of the manuscript in accordance with the comments of the reviewers takes the authors more than two weeks, the date of receipt of the manuscript to the editorial office is changed.

 Articles are retracted in accordance with the recommendations of the Association of Science Editors and Publishers (ANRI) in the event of detection of the following violations:

• errors in the publication that call into question its scientific value;
• manipulation of experimental data and other falsifications;
• plagiarism in publication or duplication of an article in other publications;
• inclusion in the article of persons who do not meet the criteria for authorship; identifying conflicts of interest and other non-compliance with the ethics of scientific publications.
